			<content:encoded><![CDATA[<p><strong>We&#8217;ve got good news to share&#8230;</strong></p>
<p>Today is the last day for bills to be reported out of the Appropriations and Tax &amp; Revenue Committees of their House of origin. Earlier today, AB 187 (Ammo Tax), AB 760 (Ammo Tax), and AB 1020 ($ Million DROS Expenditure to send letters) all failed todays&#8217; deadline for passage out of the Appropriations and Tax &amp; Revenue Committees.</p>
<p>Most important of these were: AB 760, which would have assessed a 5 cent tax per round purchased, AB 187 which would have assessed a 10% tax on ammo, and AB 1020, which would have required the Attorney General to issue a letter during the 10-day waiting period to firearms purchasers advising of safe storage requirements and laws relating to gun trafficking at a cost of approximately $ 1 million.</p>
<p>Thanks to your ongoing efforts, there are three less bills we are facing this year&#8230;</p>

<p><span style="color: #ff0000;"><strong>We need to make sure all of these bills stay in suspense and don&#8217;t get a chance to make it out of Senate Appropriations on May 23. <p><strong>SB 47 (Yee D) Firearms: assault weapons.</strong> OPPOSE. Proposes a ban on semi-auto firearms equipped with bullet buttons.</p>
<p><strong>SB 53 (De León D) Ammunition: purchase permits.</strong> OPPOSE. Proposes to require purchasers to obtain an annual permit, issued by the Department of Justice, to purchase ammunition and limit purchases to face-to-face transactions, which would ban mail order and internet sales of ammunition.<span id="more-5161"></span></p>
<p><strong>SB 293 (DeSaulnier D) Firearms: owner-authorized handguns.</strong> OPPOSE. Proposes to require any new handguns sold in California to be equipped with owner recognition technology.</p>
<p><strong>SB 374 (Steinberg D) Firearms: assault weapons.</strong> OPPOSE. Proposes to ban the sale of all semi-auto rifles with any detachable magazine and rifles with fixed or tubular magazines over 10 rounds.</p>
<p><strong>SB 396 (Hancock D) Firearms: magazine capacity.</strong> OPPOSE. Proposes to ban all magazines that hold more than 10 rounds, regardless of the date acquired.</p>
<p><strong>SB 567 (Jackson D) Firearms: shotguns.</strong> OPPOSE. Proposes to redefine the current definition of a shotgun.</p>
<p><strong>SB 755 (Wolk D) Firearms: prohibited persons.</strong> OPPOSE. Proposes to expand the list of misdemeanor convictions prohibiting firearms possession.</p>

<p><strong>AB 48 (Skinner D) Firearms: ammunition sales.</strong> OPPOSE. Proposes ammunition registration and bans sale and transfer of ammunition by other than licensed firearms dealers. The bill also bans high capacity magazine kits that hold more than 10 rounds.</p>
<p><strong>AB 1020 (Bonta D) Firearms: notice to purchasers.</strong> OPPOSE. Proposes to require the Attorney General to issue a letter, during the 10-day waiting period, to firearm purchasers advising of safe storage requirements and laws relating to gun trafficking. The estimated annual cost is approximately $1 million and would be paid for through monies now collected from firearm purchasers for background checks (the DROS account).</p>
<p><strong>AB 1213 (Bloom D) The Bobcat protection Act of 2013.</strong> OPPOSE. Proposes to establish a no-trapping zone around Joshua Tree National Park and to require the State Department of Fish and Wildlife (CDFW) to prepare a bobcat management plan. If a CDFW management plan is not adopted by the Fish and Game Commission by July 1, 2015, a statewide ban on trapping bobcats would take effect.</p>

<p>Regarding <a href="http://www.cvindependent.com/index.php/en-US/opinion/community-voices/item/339-get-the-lead-out-effort-to-ban-lead-ammo-in-california-should-be-a-no-brainer" target="_blank">&#8220;Get the Lead Out: Effort to Ban Lead Ammo in California Should Be a No-Brainer&#8221;</a>:</p>
<p>Assembly Bill 711 would ban all hunting with lead ammunition throughout California. Self-proclaimed environmental groups, largely opposed to hunting in general, claim condors feeding on game carcasses are poisoned by lead ammunition fragments, and are pushing this ill-conceived proposal through the Legislature to bypass the scrutiny their claims received from the Fish and Game Commission. The commission enacts hunting and fishing regulations, and analyzes scientific claims before taking regulatory action. This is the second time these groups have tried to skirt the commission’s review.</p>
<p>There has been a ban on hunting large game with lead ammunition in the California condor range since 2008, due to the passage of Assembly Bill 821. The same anti-hunting groups pushed AB 821 through the Legislature to get around real scientific inquiry into the source of lead poisoning in condors that was being conducted by the commission at that time. They promised that AB 821 would stop condors from being poisoned. It hasn’t.</p>
<p>Faced with AB 821’s predictable failure, lead-ammo-ban advocates then pressured the commission to expand the scope of the AB 821 lead-ammo ban statewide. But last August, the commission refused to expand the scope of the existing lead-ammo ban, citing the need for more scientific evaluation. At the August 2012 commission meeting, scientists critical of the lead-ammo-ban proponents’ claims showed that the incidence of lead poisoning in condors has not gone down, and blood-lead levels and mortality have actually increased! This is true despite California Department of Fish and Wildlife’s confirmation that 99 percent of California hunters are complying with AB 821, and have not used lead ammo since 2008. This strongly suggests an alternative source of soluble lead in the environment that is poisoning condors—something other than metallic lead ammunition. <a href="http://www.cvindependent.com/index.php/en-US/opinion/community-voices/item/349-an-opposing-viewpoint-proposed-lead-ammo-ban-is-an-assault-on-california-hunters" target="_blank">Read more&#8230;</a></p>

<p><strong></strong>CRPA is recruiting volunteers for two booths which we manned last year.</p>
<p><strong>BOOTH #1</strong> &#8211; is on the outside of the show near the entrance and this is the main CRPA Booth selling memberships and merchandise. Over the three days there are a total of 20 shifts (actually 10 two-man shifts and most are 2-hour shifts). On Friday, May 31st, the show opens at 12 Noon and closes at 6 PM, on Saturday, June 1, the show opens at 10 AM and closes at 6 PM, and on Sunday, June 2 the show opens at 10 AM and closes at 5 PM. CRPA Staff will set up and tear down the booth. Please let me know all the shifts you can cover over the three days&#8230; and if we have enough coverage (multiple volunteers for the same shift), we&#8217;ll schedule you in such a way as to NOT exceed two shifts each. We will provide you lunch and also you get into the show for free.<span id="more-5132"></span></p>
<p><strong>BOOTH #2</strong> &#8211; is on the inside of the show and this is the Turners&#8217; Youth .22 Range Booth. For this one, we are looking for &#8220;The Best Instructors in the Field.&#8221; If you choose to volunteer at this booth, you&#8217;ll be working with children, firing a 22lr rifle, and for 90% of these kids it will be for the first time. A parent can pay for a 10-round magazine, the child steps up, and with care and instruction, fires the rifle. Last year we had 1,000 young shooters come through our booth in 3 days. For this booth, each shift is 4 hours. We will provide you lunch and also you get into the show for free.</p>

			<content:encoded><![CDATA[<p>In light of the recent increase in applications for firearm purchases as well as the reshuffling of personnel, the California Department of Justice (&#8220;DOJ&#8221;) has become severely backlogged in conducting background checks and issuing various licenses and permits. Turnaround times for Personal Firearms Eligibility Checks and Law Enforcement Gun Release Applications, along with common background checks for firearm acquisition, are seeing unprecedented delays.</p>
<p>The licenses and permits delayed include dangerous weapons permits, certificates of eligibility (&#8220;COE&#8221;), large-capacity magazine (LCM) permits, entertainment firearms permits, and centralized list of firearm dealers permits. Currently, the DOJ is issuing temporary permits to avoid any lapses in the renewal of licenses and permits.</p>
<p>Because of the flood of calls concerning these delays, DOJ has stopped answering its phones. There is a recorded message informing licensees and permitteees that it may take up to eight weeks in processing any renewals. Generally, DOJ does not send out renewal notices until 30 days before the licenses or permits are set to expire.</p>
<p>All federal firearms licensees and permittees should review their permits and licenses for the expirations dates. Licensees and permittees should have any necessary supplemental paperwork prepared up to two months before filing a renewal. Once the renewal notice is received from the DOJ, the necessary paperwork should promptly be submitted to ensure that there will be no lapses in any licenses or permits. If a license or permit has expired and no renewal license or permit has been sent, make sure that you have a valid temporary license or permit from the DOJ in the meantime.</p>

<p>It&#8217;s up to you! In our Republic, the final word is yours, the citizen who casts a ballot. That, of course, means it&#8217;s up to you. If you don&#8217;t vote, the opposition wins! That is because the opposition will most certainly vote and they are counting on you not voting!</p>
<p>This Voting Recommendations Guide represents the most comprehensive recommendation of candidates for the Primary Election on May 21, 2013. CRPA spent many hours of labor to provide you, the voter, with the information that you need to make a valid pro-gun choice. The information was derived through personal interviews, review of voting records, responses to our new CRPA candidate questionnaire and other reliable information.</p>
<p>The current Legislature is bloated with anti-gun individuals. The new term limit provision virtually allows non-elected bureaucrats to make laws without fear of reprisal. Your vote can change this ongoing travesty!<span id="more-5081"></span></p>
<p>What we need in this state is at least a balance within the Assembly and Senate so that a well-reasoned argument can be made with the expectation that it will at least be considered by those entrusted to make laws. That is not what has been going on! The situation is currently so lopsided that the response has been &#8220;We don&#8217;t care what you say, we have the votes, and we are going to do it our way!&#8221; In other words, the progun citizen has not been well represented by the majority of members of this Legislature.</p>
<p>Well, last year they experienced a &#8220;wake-up call&#8221; of sorts with the CRPA&#8217;s aggressive new lobbying program successfully defeating many of their most egregious bills and passing many of the bills that we originated along side our NRA partners.</p>
<p>There are some very key legislative races this year that will make a significant difference in the legislative process and, if successful, restore the political process to one in which you can expect more of a fair shake. These have been taken into consideration in the recommendations presented here.</p>
<p>Please remember that you and I have to approach this election with a single-issue vote if we are going to make any headway along the path of making the sorely needed corrections to the legislative process. We also need solidarity! All of us have to realize that the anti-gunners are not viewing one gun as being better than another; they are after all of them! We can stick our heads in the sand and in effect say &#8220;oh, they&#8217;re just after the semi-autos, or large capacity magazines or some other small segment!&#8221; That statement, by any name is still just plain nonsense! Their plan of attack is one-piece-at-a-time until all is gone. This is a critical point that must be understood by all of us who care about the Second Amendment, or the First, or the Fourteenth, etc. We have to approach this election with a single-issue vote because, as the late Charlton Heston so eloquently stated it, &#8220;The Second Amendment is a first among equals!&#8221; We must therefore defend it against every attack. So now is one of those times!</p>
